Policy Push: Inside India’s Electric Vehicle Subsidy Revolution
To promote electric vehicles (EVs) in India, each state is launching its own unique EV policy. This article explores what special benefits and features these policies offer across different states.

India is currently facing major challenges such as pollution, dependence on fossil fuels, and urban traffic congestion. In this scenario, electric vehicles (EVs) have emerged as a sustainable solution that not only helps in keeping the environment clean but also strengthens the country's energy security. Alongside the central government, various state governments are actively framing region-specific EV policies to attract investment and encourage the adoption of EVs. These policies are being tailored based on geographical, economic, and industrial priorities.

1.Delhi: A Blend of Clean Mobility and Women Empowerment

The national capital, Delhi, has introduced its new “EV Policy 2.0,” sending a strong message of environmental sustainability and social equality. As per the policy, all three-wheelers are to be electrified by 2025 and two-wheelers by 2026. A major highlight is a subsidy of up to ₹36,000 offered to women purchasing electric two-wheelers, promoting gender empowerment alongside green mobility. The government also plans to set up a charging station every 5 kilometers, making EV usage more convenient. These steps are expected to significantly reduce air and noise pollution in the city.

2. Maharashtra: Leading the Nation with a Comprehensive EV Policy

Maharashtra has emerged as a leader in EV adoption with its "Maharashtra EV Policy 2025." The policy offers direct subsidies of 10–15% and exemptions from motor vehicle tax and registration fees. The aim is to establish one charging station every 25 kilometers, ensuring ease of travel for EV users. Moreover, by encouraging local manufacturing, the state is also boosting employment.

A major recent development is the approval of electric bike taxi services in major cities. This will not only improve last-mile connectivity but also create thousands of job opportunities, especially for youth. The policy prioritizes safety and inclusion by giving preference to women drivers and includes plans to introduce specially designed e-bikes for safer rides during the monsoon season.

3. Gujarat: Emerging as a Manufacturing Hub

Gujarat has taken significant steps to become a manufacturing hub for electric vehicles. According to Chief Minister Bhupendra Patel, over 2.64 lakh EVs have been registered in the state so far. Under the "Gujarat EV Policy 2021" and the "Atmanirbhar Gujarat Scheme," the state is offering incentives to EV companies. These schemes are not only attracting investors but also helping Gujarat emerge as a global EV manufacturing center. Additionally, the state is actively promoting the setup of charging infrastructure and R&D centers.

4. Rajasthan: Moving Towards Digital Subsidies and Transparency

The Rajasthan government has created a ₹200 crore fund to promote electric two- and three-wheelers, offering subsidies ranging from ₹5,000 to ₹50,000. A dedicated digital portal has been launched for buyers to directly apply for these subsidies, ensuring transparency and convenience. The scheme applies to EVs purchased after September 1, 2022. This initiative reflects a strong commitment to accountability and public service, and it is expected to accelerate EV adoption and public trust in green technology.

Conclusion

The success of India’s EV revolution depends not only on central government policies but also on proactive involvement from state governments. Each state is shaping its EV strategy based on local needs and capabilities, contributing to the creation of a robust nationwide EV ecosystem. These policies are not just about technology or environment — they also encompass employment, gender empowerment, industrial growth, and energy independence. If this momentum and transparency in policymaking continue, India is well on its way to becoming a global EV leader in the near future.
