The Mukhyamantri Yuva Udyami Vikas Abhiyan (YUVA), launched by the Government of Uttar Pradesh, is emerging as a path to self-reliance for millions of youth in the state. This mission is not just about providing jobs—it’s about creating job creators.

At the Franchise India Bharat Startup Summit, we had an exclusive conversation with Sarveshwar Shukla, State Nodal Officer of the CM YUVA Mission. He shared how the initiative supports young entrepreneurs in starting micro-enterprises through training, financial aid, mentoring, and marketing support. This conversation highlights how the government is not only showing direction but is handholding youth at every step through innovative digital platforms and proactive policies.

Today youth is moving forward with aspirations for employment and entrepreneurship. Under the CM YUVA Mission, how is the government promoting entrepreneurship among the youth?

Sarveshwar Shukla: Today youth don’t just want jobs—they want to start their own businesses. The Chief Minister YUVA Mission isn’t just a scheme, it’s a movement. We target youth aged 21–40 years, with a minimum qualification of class 8. If they already have skills, great. If not, we help them become skilled. We guide these youth—especially those struggling to find jobs—towards launching micro-enterprises so they can become self-employed.

Through this mission, youth can avail up to ₹5 lakh loans without collateral and with zero interest, fully covered by the state government for four years. Additionally, they receive a 10% margin money grant. If their business grows, we help them further in the second phase with ₹7.5 lakh loans and up to 50% subsidy. It’s a holistic support system—financial, technical, and strategic.

Many youth are confused about what business to start. How do you guide them?

Sarveshwar Shukla: That’s a very relevant question. From my 25 years in the industry sector, I’ve seen that people often don’t know what to do. They see someone opening a photocopy shop and copy that. To tackle this, we developed the portal msme.up.gov.in.

It has a “Help Desk” and an Entrepreneur Launch Pad, featuring 350+ business ideas with videos, expert talks, and details of machinery suppliers. A simple registration connects us to the youth and enables us to guide them sector-wise—food, textile, and many more industries.

We are here at Franchise India to invite brands to partner with us so our 4 lakh+ registered youth can connect with them. This creates a win-win situation—brands get budding entrepreneurs, and youth get established franchise opportunities.

What are the trending business ideas among today’s youth?

Sarveshwar Shukla: Today generation—what I call Gen-G—is highly creative. They spend a lot of time on mobile phones and reels, but they also generate amazing ideas.

For instance, a girl from Kanpur launched her brand “Cupcake” through our scheme. Her cakes are so artistically designed that they look like jewelry—like bangles—but are actually cakes. These are the types of innovative business ideas we are encouraging.

We support concepts like Business on Wheels, Smart Food Carts, and Digital Push Carts. Why should a street vendor’s cart not look modern and professional? We promote such innovation-driven businesses.

What brings you to the Franchise India Bharat Startup Summit?

Sarveshwar Shukla: We’re here to invite brands to register on our portal and connect with the youth of Uttar Pradesh. Our target is to help 1.5 lakh youth become entrepreneurs this year. We act as a matchmaking platform where good business ideas meet strong franchise brands—creating successful business models.

A government’s success lies not just in creating schemes but in ensuring they reach the ground level. The YUVA Mission is committed to creating a future where youth are not job seekers but job creators.
