The Uttar Pradesh government has simplified the EV subsidy process by enabling approvals at the ARTO level and allowing vehicle owners to apply directly online.

 

In a major step to boost electric vehicle (EV) adoption and simplify the subsidy process, the Uttar Pradesh Transport Department has introduced a more transparent and accessible system. Previously, vehicle owners were dependent on dealers to apply for subsidies and often had to visit the department headquarters for updates. Now, with approvals being granted directly at the ARTO (Assistant Regional Transport Office) level, the process has become faster and more user-friendly. This change has led to a noticeable increase in the number of applicants.

Why Was the EV Subsidy Process Difficult Earlier?

Purchasing an EV in Uttar Pradesh came with the promise of government subsidies, but accessing those benefits was often a complicated task. Applications were only accepted through dealers, and minor errors in documentation or lack of awareness about the process led to many rejections.

The process was particularly burdensome for two-wheeler EV owners. For a subsidy of just ₹5000, they often had to travel to dealerships—sometimes located far from their residence—spending more money than the subsidy was worth. For instance, Ola Electric’s dealerships are mostly limited to major cities like Lucknow, even though their vehicles are sold and operated across the state. This discouraged many buyers, especially in rural or remote areas, from applying for the subsidy at all.

New System: ARTO-Level Subsidy Approval

To address these challenges, the Uttar Pradesh government has allowed subsidy approvals at the ARTO level. The benefits of this decision are already evident in cities like Lucknow. As of now, 3,029 applications have been received for EV subsidies in Lucknow alone, out of which 2,540 have already been processed and paid. Of the remaining 155, over 100 belong to fleet aggregators or firms, who are not eligible under the individual subsidy scheme.

Previously, ARTO offices were allowed to disburse a maximum of ₹5 lakh in EV subsidies per day. This amount was often exhausted quickly—especially when multiple four-wheeler applications were received. Recognizing the increased demand, the government has now raised the daily disbursement cap to ₹15 lakh. This has helped reduce the backlog and ensured timely payments to beneficiaries.

Vehicle Owners Can Now Apply Themselves

The government has also upgraded the online portal https://upevsubsidy.in, allowing individual vehicle owners to apply for subsidies directly. This eliminates the need to rely solely on dealers and ensures more transparency in the process.

Both dealers and vehicle owners can now submit applications via the portal. Required documents include the applicant’s Aadhaar card, bank account details, a canceled cheque, and a passport-sized photo. Importantly, the subsidy is only applicable for one EV per person for personal use. Submitting false information can lead to disqualification and possible legal action.

Portal Improvements Offer Greater Convenience

Previously, applicants had to visit the state transport department headquarters in Lucknow for updates or clarification. With the revamped portal, they can now submit documents, track application status, and receive timely notifications—without leaving their homes. This has been especially helpful for two-wheeler EV owners, who now find the process much more manageable.

The state government's initiative is not just a policy change; it reflects a larger vision for clean mobility in Uttar Pradesh. A streamlined, transparent subsidy system will encourage more people to adopt electric vehicles, which is crucial for reducing pollution and promoting sustainable development.
